I've heard that evening prayers must be performed at the end of time. How does that mean? If at the end of time just to chat, what is permissible?

The more late night, the better the prayer, because the silence of the night can help the birth of devoutness. However, praying 'Isha' at the beginning of time is justified because it shows the amount of attention.
